In the functional region of Tornio Valley with municipalities of Pajala, Övertorneå and Haparanda in the Swedish side and Enontekiö, Muonio, Kolari, Pello, Ylitornio och Tornio in the Finnish side, will local health service have more and more difficult to handle their task with high quality and limited means that is available. Clear state of things as an elderly population and a removal of younger productive inhabitant creates a clearly pressure to change today’s healthcare.
Starting point for this change is that citizens in the region may get equivalent high quality care in respective country. In the Tornio Valley there are a natural flow of patients between the countries and vision is to facilitate this flow through cooperation between medical services in respective country. Questions round cooperation has been actual for many years and some health care cooperation is already ongoing.
In order to increase cooperation a number of difficulties and obstacles have identified within for example the law and reimbursement for ambulance health care. Access to information and infrastructure is also an obstacle and there is a need to show which possible possibilities that are available at the same time that IT and new technique also gives new opportunities to cooperation. In jour cooperation there is need for more work about common health care programme so you can get equivalent care whether the patient is in Finland or Sweden.
Trade and industry will be favoured by cooperation likewise security round catastrophes will be strengthen in the future. The need for freely care choice for patients in Tornio Valley is also as a consequence of the more and more intensive cooperation in different fields between municipalities along the border.
The project is carried out in two phases. Phase 1 is realized during 8 months. Results from phase 1 will be base for phase 2 in the project, designed and applied for later.
Objective and aim
The purpose with the project is to make co-operation in care issues deeper between the municipalities on the Swedish and Finnish side in order to bring about right quality and a possibility for patient to choose in the border region.
Objective is to increase flexibility for inhabitants in the region by securing a good health care, better use of existing resources, strengthen cooperation as well as increasing information between different health care operators in the region.
Intermediate goal in phase 1 is that:
- A number of cooperation projects has been identified and realized by specification as well as prioritized.
- Possibilities and conditions for freely care choice is make clear.
- Education in common terminology has been planned in health care.
- Common health care programme in emergency and heart medicine has been made clear and evaluated.
- Make a survey of routines and possibilities for information transfer between countries.
- Explain the issue about laws, decree and reimbursement.
- A number of simpler activity changes has been realized.
