Sami Parliament Council (SPC) is a cooperation organization between Sami Parliament in Norway, Sweden and Finland where also the Russian Sami organisations is permanent members. SPC consists of seven parliamentarians from each Sami Parliament in Sweden, Norway and Finland as well as two permanent members from Russia. In SPC’s plan of action for 2007-2008 is youth related initiative prioritized activities. In the frame of action plan a youth conference is arranged every second/once every three years where act as host vary between countries under management by SPC. SPC’s youth conference is a common Sami initiative in order to strengthen Sami youth society and political engagement, participating and be able to influence in the Sami society as well as increase contact, solidarity and cooperation between Sami youth cross borders.
The first youth conference took place in October 2004 in Norway. Present year it is the Sami Parliament I Sweden that shall arrange the youth conference that will take place in Lycksele 3rd to 5th of October 2008. To this conference is also Russian Sami invited.
Objective
The purpose is to get Sami youth cross border political active and the target group is young people between 16-30 years. Approximately 120 young people divided in 30 delegates from each Sami Parliament, 10 delegates from Russia and 20 delegates from Sami youth organisations in Sweden, Norway and Finland.
Aim
The overall aim is to:
- Strengthen Sami youth participation in decision-making and influence in Sami Parliament and Sami society,
- To get more young people political engaged,
- To get more Sami youth to organize in register of electors,
- To create a creative environment for vitalizing cross border cooperation, language developing, networking,
- To make Sami youths living conditions and terms more visible and by that increase the surrounding worlds knowledge about Sami people
